    Jaz part of the debt relief being proposed by the British is intended to have stipulations of good governance in exchance for aid. Not simply throwing money at leaders to distribute at their behest.

    well then I'm all for it. Aid comes in different packages too. How many volunteers go to places like this every year to assist in things other than dumping money into someone's hands. a lot
