isn't the whole point to try to address the black hole our aids been going into to service these guys wallets rather then thier countries debt?
Please (seriously) correct me if I'm wrong but I've been thinking that was the one difference to this years plans, it's not just chucking money at dictatorial regimes and hoping they have a wave of conscience this time?
I should point out I am disgustingly ignorant on this front. Please enlighten me, pan-african experts of NT :)
