    e-pill where have you been the last 10 years?! you seem to have missed the 'basic theory of the internet'!
    to start with getting a website can be as simple as connecting to the internet thru an ISP as usual , and turning on a webserver on your machine... done.
    or use a hosting provider. or sign up for a weblog or photo sharing service...Getting a domain name to point at your website is a different matter, and each has its own rules, and then theres the ICANN rules that oversee all registrars.... Basically anything is allowed, unless overruled by the usual laws that apply to you locally, the provider of your service will have rules, the domain provider will have rules etc... but basically do what what you want...
