well no not really since screens and printers(laser or inkjet) will vary. If you have access to a CMYK color value guide or pantone process book(look for pantone colors that can be reproduced in CMYK), that may be helplful for solids but the photos might be harder to proof. I don't have a lot of experience with offshore printers but they should be able to give you a sense of what to expect, proofwise.
