    Other then Russia and India, all those countries that had better rates then the U.S. are considerably smaller in size and population.

    It is quite easy to get the vote out in smaller areas with promotion and personally inforced accountablity.

    With a country the size and population of the U.S. those same small pop. tactics break down.

    Thus it is good that Italians all vote, but that is like comparing a small state of the U.S., that has a good rate with the entire U.S.

    You might also consider the facts and cultures concerning those countries. Many nations provide a national voting day, thus giving less excuses for not partaking in politics.
