hey I had number 6 at my school aslo..he would always let everyone go except for me... so in theroy he was identifying me to check my Identity. He made me feel like I was special so I let it slide.
But in your case, why not look into other areas besides waterballoons.
Something like a stickbomb mght work better. If you crack open s stinkbomb, quickly pour it into a small zplockbag (corner), It's easy enough to walk by and give me a squirt along the back side.
