How I would approach it:
In Cinema 4D, clone a bunch of flat discs with the scratchy texture. Turn down opacity and use a displacement deformer with some noise as the displacement.It could have been done with Processing.
It could have been done in Illustrator but looks like it would be enough lines to cripple most computers.

i would imagine that this was done with code as others have said... that being said, you could get really close to this via analogue means. it's amazing what you can do with stains, photograms, ink, multiply, etc...
