Ricoh GRD4
Compact, great in low light (f1.9 lens), super configurable, snap focus.
It's a model older than the current one (Ricoh GR), so you can get it cheaper. It has a smaller sensor but better lens for low light than the GR.

hack the firmware with the Driftwood hack for a few dollars

if I remember correct after my experience with a Canon Elph on vacation a couple years ago is you gotta turn off all the auto presets to get normal looking photos... it comes packaged with some image profiles that jack the saturation and contrast. Dig deep into the menus. And don't shoot in AUTO mode.
End of the day it really is just a basic camera. But on the flipside at less than 200$ I didn't worry about leaving it in an open bag on the beach while were going for a swim.

Lots of point and clicks have manual settings which will obviously be a lot more low light friendly and are available on cameras from the $100 point.
I used to like the cannon powershot sx series as they were tough, cheap and pretty good but the last one I had was kind of disappointing, the manual stuff was okay but the camera as a whole was much more aimed at the aouto-point and shoot market.

2nd hand sony cybershot DSC-RX100/B, big sensor camera f1.8 (for low light). Sony put out the II model, so the I is cheap in online auctions.
but I suggest using your smartphone, cameras are pretty great and every generation is getting better and better.

The Lumix LX7 does really well in low light too.
