Lots of point and clicks have manual settings which will obviously be a lot more low light friendly and are available on cameras from the $100 point.
I used to like the cannon powershot sx series as they were tough, cheap and pretty good but the last one I had was kind of disappointing, the manual stuff was okay but the camera as a whole was much more aimed at the aouto-point and shoot market.
