I know the basics of paper selection and setting up print files, but how is something like this done?
How many vendors are required? What do the specs look like? Any good resources to learn this type of thing?

Nice. Not as complicated as it looks. Only things I notice are the embossing, vellum, and im guessing the "11" tab is the month. Most printers have embossing capabilities but other than that its just choosing the paper and size. If you show this to your local printer they may have a similar sample in their portfolio already.

So you just have to talk to the printer a lot and communicate that the front page is one paper, one page is embossed, and another is vellum, and tell them how they all fit together?
