I went through the work permit process. Hamburg is the best city for skilled foreigners to work. If she has found a job and they sponsor her, it could take up to a month to process all the paper work.

Everyone there is really friendly, and if you set up an appointment make sure you have all of your paper work. Germans love lots of paper work.
Finding housing will be easier once you have proof you have a job, some house companies want a lot of paper work as well, so have copies of everything.

rent is about right..
cant speak to the rest of it.. except to say that Hamburg has one of the most progressive pot possession laws in the country..
you can be caught with up to 30grams before the police do anything except take it off you and issue a warning.
