The apology would be more meaningful if he announced plans to compensate the people he hurt financially and otherwise.

Not coincidentally I was at a Dick's Sporting Goods this weekend and all of the Livestrong gear was on clearance. There was a good two racks of nice nike-livestrong stuff there.

It brings the questions of who is behind the doping, how much does corporate sponsorship and push to success in competition affect sport, where is the direction sport is heading etc etc.
Lance Armstrong, much like Barry Bonds, was and is an asshole. He mistreated the people around him, bullied, etc. They deserve what they get. I think the interesting parts of the L.A. story is how he continually lied to everyone for a decade and a half, had the audacity to sue anone who spoke out and told the truth, and is now attempting to seek redemption to clean his reputation.
Its not only him though, but the companies behind him, the team of lawyers he has in his pocket to stamp out any threats, etc etc.
