I'm making 24pp b/w A5 book, saddle stitched. 115gsm inner Cyclus Offset. 250 seems heavy but I'm not sure lighter feels to much like the inner paper. Any suggestions? Is there a standard inner-to-cover ratio?

No inner to cover ratio. If you've got time on your hands, get some samples from the paper companies direct and make a few dummies experimenting with different cover weights.
There nothing wrong with a self cover book if it feels right. All depends on what you're going for.

hoped thread was about a new boxing weight classification

That set up would be fine, but consider going a little heavier to make it seem a bit more substantial, like a 150gsm inner and a 300 gsm cover.
Its all personal preference though.

yes, usually I make self cover books with a very low weight. Just wanted to see how the weight affected the 'value' of the book in a non monetary sense

I would be more worried about saddle-stitch bindery if we're talking about the tactile value/quality of the book. Personally, saddle-stitch to me usually always implies a cheaply made book, and i've had a hand in producing many-a saddle-stitched pieces over the last 4 years.
I would say nice paper would probably help your cause though, and different weights might be something that sets your saddle-stitched booklet apart from myriad other cheaply produced ones.
