that's an expensive type to make too- we fitted out a local store with something similar, aluminum channel letters with open faces and bulbs on a track - 3.5'x10' and the cost was around 16k

bjladams has a shop and makes signs i believe, but hes stateside.
I have a shop, i havent made signs yet, but I can make one like that easily, but im in pinchi mehico.

$16,000?? It seems like such a simple sign. Lettershapes and lightbulbs. Anyone with woodshop experience could make one. What am I missing? Programming the bulbs to blink in a specific way?

Well, if it was an outdoodr sign you'd not be advised to shop it up from wood and such. Metal and plastic production is a little more involved and hungry for more expensive machinery.

we sold it commercially - had to pay a structural engineer to approve it and an electrical engineer to stamp it for industry grade. and 2 installers in a truck to put it up + hardware (it weighed about 200 lbs)
also, i noted that the one we did was aluminum channels, not wood - we had it plasma-routed, and pop-rivited (gotta be up for years). edges soldered and holes drilled so that water doesn't sit after a rain.
plus had to run conduit to the location on the building (can just run an extension cord from a wall outlet)& all that was the client bill, for design, fabrication & manufacturing, city permits, installation and so on.
not saying it'd cost you that much, just letting you know an out the door bill we gave out for a local sign that was 3.5'x10' and for commercial purposes start to finish -

See, this is what irritates me - my clients often have no appreciation of just how much some of this stuff costs.
The machinery alone to do stuff like that likely costs 100k+, then there's safety requirements to be adhered to, then there's the cost of decent materials, finishing, etc etc.
Despite working two summers as an electrical apprentice, I'd hardly consider myself qualified enough to do a commercial wiring solution for something outdoors = outsource at cost.
Shit adds up, yo.

no doubt that this could be very expensive... that being said, if you changed the materials to something that could be laser cut (along with laminating?), and you did the wiring yourself (it's pretty easy as long as it's not for outdoor use), you could get this done for not too much. i did a similar sign (4 letters) for around $150. granted, i did all the work, and would obviously cost way more to outsource all that stuff. i've also made smaller sized signs for pretty cheap through sites like http://www.ponoko.com/ ... might be worth looking into.
