This depends entirely on what lifestyle choices you want people to tolerate, and also on how you define tolerance. I think many people confuse the meaning of tolerance with assent and encouragement. But they're two very different things. One can tolerate people who live differently, all while avoiding encouragement per se of any moral differences.
I'm not just talking about sexuality. You can apply this to anything.

There ARE tolerant cities..... but for states...even California and Oregon have tolerant parts and intolerant parts....
i.e. Athens GA vs rest of GA
i.e. Madison WI vs rest of WI
i.e. Austin TX vs rest of TX...
