At the end of my wits. Need help adjusting the position of two simple header elements to look right in IE.

i'm guessing it's the usual double padding / float issue IE does so well.
the thing i'd be more concerned with is that you're stuck this early in the project. it does not bode well for the rest.
my 2cents would be for you to use a 3rd party css company to do the build. it's pretty damn cheap and fast turnaround and you can then focus on your design and let the nerds sort out the rest.

Try ditching the text-align: center on the body. I haven't looked in IE, so that's just a guess.

Now that the banner is sorted out, any pointers on the nav? IE6-8 still has it sitting about 50px+ too far to the right.

You should always do at least a basic CSS reset before starting out and avoid the issues of different default values in different browsers.
