i'm guessing it's the usual double padding / float issue IE does so well.
the thing i'd be more concerned with is that you're stuck this early in the project. it does not bode well for the rest.
my 2cents would be for you to use a 3rd party css company to do the build. it's pretty damn cheap and fast turnaround and you can then focus on your design and let the nerds sort out the rest.
