In other words, you don't have the experience nor the talent for that sort of work. We might look down on work like that, but it definitely requires talent to pump out stuff like that.

Their work is cheesey and gaudy, but you couldn't cut it trying to make signs. Cheesey/gaudy is an art when it comes to signs like that.

Alright, so your portfolio is basically a couple maps. I think you need to reevaluate what it takes to break in to even entry level in this industry. Not saying throw in the towel, just get some real expectations and spend some time really developing a portfolio.

Be honest with yourself and find your strengths and focus on those rather than be a jack of all trades. You mention your web coding strengths, but have little to back that up. From what I see, I agree with interviewers critque that you may lean towards an illustrator. Maybe focus on that as your style or mark. Doesn't mean you have to abandon general web and print work, but approach it with your own style. That's how you can get some recognition.
If instead your prefer the button down, technical side of cartogaphy, GIS etc, than do that. But if you came looking for a job in what we do, I could care less about your maps (even though they are pretty good) because they are not very relevant.
Find a focus and work it.

Why would you attempt to design (your resume) without knowing your audience and doing some basic research?

A three page resume demonstrates a lack of care for the interviewer's time. Those people have no time for all their client work, let alone reading a three page resume. Drill down to two pages max., but I strongly recommend getting down to one page.
