there's tons of fiber, a lot of it is unused. the issue is the last mile connection to everyone's home. when you have ISPs being bought up by telephone and television providers, there's really no financial incentive for them to invest in last mile fiber. hopefully this will at least stir a little competition.

I think there would be a HUGE demand.
Although Google is a corp, people would find it attractive if they saw the internet moving towards corporate interests. Google has been outspoken on 'net neutrality'.
Being it a 'moral' choice it would resonate with people on ideological or emotional level.
