The thing is, when hiring a perm person you don't want an exact match - or shouldn't. Contractors or freelancers, you want a specific skill set for a specific project.
Hiring a perm person is a two way thing. A good employer will nurture and develop their employees, and if you assess people properly at the start you identify development areas with which to nurture your staff.
And giving your staff these development areas will attract them to your company and reduce attrition.
Those questions are useless when interviewing a contactor though
