find an image with the desired texture. do a google image search. convert image to b/w. bump up the contrast so you are pretty much just getting the darker areas. place newly found and tweaked image on top of layer you'd like the effect. select "multiply" for the layer with the texture.

i'd say make a shape of the wrinkle (use magic wand to make it seem less contrived) and multiply with an inner bevel

or print out image on inkjet, high quality photo paper, crumple, maybe drag behind my bike for a couple blocks, then rescan image.

do a google image search for a crumpled piece of paper that you like, place on top of your photo and change the blending mode to multiply, overlay or whatever suits your needs.

If it's for web the multiply method will work fine. If it's for a print piece I would print it out and fuck it up, then scan and combine the two images.

ok on a related note...
tasty's method seems like the most effective for me. I even tried crumpling up a paper and scanning it... didn't work out too well.
First I make a shape of the wrinkle with the lasso tool and layer via copy
I'm using a real subtle inner bevel with the shadow mode set to Color Burn 100% . then I go back with the burn tool at 10-15% and go over some of the shadow's so they don't look so predictable with layer style. go over some of the highlights to with the dodge tool.
for a nice touch I select the wrinkle and use a hard brush and very lightly brush a small section with white so it looks like the paper got really worn to almost a tear
