Because u r asking that means you don;t actually have that much experience (otherwise you would head to your local photo store and buy yourself a par of strobes). Outdoor you work with bounce boards as you have plenty of light. If you are shooting something specific you will use strobes but then you also need a portable genny. Inside you can use "house" light with enough kick (500w bulbs).

ya, as danthon says, maybe start with some speedlights, pocketwizards... power packs are a hassle unless you really need them.. not to mention the cost.
You can still use sofboxes/umbrellas etc with speedlights.

Alienbees. They are good and affordable. Also you need pocket wizards. Next step up would be Profoto.

Speedlights are ok, but if you need a good amount of light, i'd rock the Alien bees. Cheap, durable.

we have alien bee's for light quick stuff, (love em)
and Norman's in the studio for larger stuff... (nice but expensive..)

honestly. I would rent gear. There is kinda a steep learning curve. There are tons of photo rental shops unless you are in BFE. There are also some online rental places that will mail the set up. Dude. Light mod, ring flash, fill flash, back light, the butterfly, so much too learn. Rent.
