I saw an interview with the head of the red cross and he said that late last week they scrambled emergency supplies to strategic locations in the area, just in case.

jazz buddy..i totally hear what you're saying...i do...but what strikes me as odd, is that for a country that can essentially pull miracles out of its hat, can suddenly wind up looking like this.
i dunno...maybe it's just that i'm blown away that a place like new orleans can, in one horrifying moment, turn into a scene from a john carpenter movie...

jazx - you're my bud and all but right now you're pissing me off.
the things that strike me the most in that interview is not about planning it's about response, NOW.
As for people getting out of dodge before the storm, the majority of people that remained in the city are LOW INCOME which means they could not afford to gas up their cars (if they have one) and even if they could they probably didn't have the money to afford a hotel once they did get out.

Low income and you can't hop on a bus or a train or evacuate through hitchiking, etc.

no offense but if I'm a low income individual and I see the affluent people gettin' the hell out of town, what I gonna' do? I'm gonna' get the H*LL out of town.

It blows me away how quickly people (including the FEMA ass) are so quick to blame the people who didn't or couldn't get out. Until you've walked in the shoes of someone else don't presume to say what you would do.
