blled is the area where the printer will cut the edge of the piece. that is you want a bit of waste so that is the cut is out of line by 0.5mm you dont get any white.
work to the edges of the "bleed" size but make sure all the important stuff fits inside the A4 area (text etc)

bleed size: 303x216 mm
trim size: 297x210mm (A4)
live area: 272x184mmPersonally I build my files to the trim size and let my bleeds hang off the page. I also tend to refer to these measurements as listed above. It helps keep things straight.
