I think the reason they are leaving is because the BBC licence is up for re-newal and the beeb has a lot of enemies after Hutton, and so it's move outside London is a political move to reflect New Labour policies. New Labour has already embarked on a massive programme to move civil servants out of London and into different areas of the country. Departmenets like the DCMS, DTI and few other departments are al set to be shipped out to other cities in an effort to make the UK less London centric. The BBC plans are designed to impress Tony Blair and be all liek, we're relevant to the whole country, please re-new our licence etc..
