i do about a billion duratrans a month for the casinos here.
we create them in RGB, but that is just for the kinds of printers we use.
matching pantones is a tricky business. basically, you can get CLOSE to a pantone color but so much depends on the lightbox itself and the surrounding area.
the colors could also change slightly in different boxes, but that is rarely something to be concerned with.
