Been here - done this.
We provide 3 written notices and try to get in telephone contact as well. Provide a deadline. If you reach the date with out coming to a conclusion on the non disclosure of funds simply change the passwords on the domain and host then pull the files down.
This is the professional way to do it. We have had to do this before ourselves and more often than not you only have to do it once before they get on track.
