• Create a series of nested circles, with styles, as per your wont
• Create a 'master circle' that is larger than all within it, adding a line that goes from central to due North, group. Copy. Lock original.
• Take your % data and work out what percentage equates to what degree
• Apply that calculation as a rotation
• Lock the above rotated layer (or have it underneath your working layer made up of circles)
• Use cut tool with Smart Guides (etc) on, hitting the intersect point
• Delete the remainder that you don't want
• Rinse
