all that, and if it is all good, then you could try other export settings.
I've used Miro converter for web video, low bitrate stuff.. And it does a good job converting graphics and animation with less compression glitches.
it's default settings is what you're looking for.
if you want to use encoder, just make sure the Profile is set to Baseline, that's the lowest encoder setting and you wanna use it because it plays well on most mobile phones
