Sepends what your building, what language and for what platform.
Coding is hard and time management is nearly always overlooked/hurried. Happy coder means a decent code base which you can build out on.
If I had the money and in your shoes I'd invest in a mid-upper coder with an producer with coding background.Also read up on the agile coding practice. My opinion the best approach.
Also what libarares will you be using? QT/ swift etc.
