"the guy will surely collapse after one shot."surely.
the protocol, developed by professionals from experience, is that they are supposed to shoot until the threat is neutralized. if the guy drops after one shot, cops have to stop shooting. if he doesn't, they have to continue shooting. it's not pretty, but the only way to be sure.
the video clearly shows that they did everything right. except maybe the distance, they let him close-in too much before shooting. a bit risky.
it's fucked up and maybe didn't need to happen, but the cops are the wrong people to blame, in this case.
