maybe, if there are systemic transgressions (nationwide?), that could be remedeed by better staffing, better training, better pay. better oversight. maybe you would also have to look at broader issues like the state of the (mental) health system, social security system, criminal justice system. all these things can be solved by throwing management and money at it.
or maybe you are right and the problem is that all cops are evil.
