I found bootstrap working better with python, django combination as fast back end front end rapid prototyping of data driven sites. you can test changes fast with bootstrap with almost instant front end adaption.
short codes are pretty powerful feature but its all time and effort in beginning to learn or adjust to new ways of doing things, depending on your background and learning flexibility, speed. etc
Just a matter of preference and where you want to put your energy.
anything with tech can become obsolete like flash.these are good tools in certain circumstances as long as you have from scratch skills it can be a helpful tool but i would be careful of full reliance on one thing in the tech environment...
