Well the "cui bono" thing kinda works..but sometimes secret agendas simply don't work. People seem to assume that just because an operation is "covert" it will work automagically, that reality is so malleable to such interests History is replete with secret operations that fell apart, were discovered or had opposite effects of those intended.
Sometimes the ones who benefit from such operations aren't the ones that were intended to benefit in the construction of the ruse. So I'm not sure just looking at who benefitted from an occurence proves who the initial instigator of the action is, or what the intended outcome was supposed to be.
