Only the simple minded are shocked that powerful interests maintain secrets and have agendas. Once they discover this fact they delight that they've discovered something radical and think they have some kind of tool to lrd over others who "haven't seen the light".
Actually powerful people understands "secrets" and deceptive operations are just another tool in the kit with downsides as well as upsides in it's deployment.
