  Lots of ways. How complicated is the artwork? You could just use headers and footers. You could even put the whole template art into a bg image of a table. Blow the margins out full so the table is full page, make the table borders invisible and there you go. Keeping in mind if they are printing it there, the office printers can't print to the edge of the page.
