The tag cloud concept isn't working at all. I think it would make more sense to list them from top to bottom in order from strongest to weakest. It's still really cluttered and underlining the links doesn't make much sense if they aren't clickable. That's why browsers do it. On that note, I don't really think it's worthwhile linking to your own site since there isn't anything there.
Go back to the drawing board or as mentioned, get a designer to help out.
