Matt Cutts made a video post about this... Google will use what it finds appropriate for a description based on your content.
If your description tag matches your content, there's a good chance it will use that, if not it will pick something of it's own from your content, or it will take it from DMOZ if your site is listed. But it's all dependent on your site's content and (AFAIK) there's no way to guarantee what description comes up in the listing.
