    Interesting question

Arial Unicode is the only Chinese capable font that includes all possible characters.

I've been working on a project for the past two months at work that is related to our proposal generation module for law firms. It was the first time we've used Asian characters, and we've learned a ton in the process. Not sure where I found it, and likely can't find it again, but that's where we found that Arial Unicode was the best to use. Sim Sun, PMingLIU, and some others are not full sets, so it substitutes other characters. Granted, this is for output in Word for print, but I figure the same principle applies to the web if that's what you're doing.

Arial Unicode is also a default system font. We ran into many issues with using SimSun at first, but I'm actually testing out the Arial Unicode issues now.
