in the US some insurance companies are pushing for the testing which is why some creative agencies do it as they really have no choice. it gives the insurance companies an out or at least an excuse to lift the premium by calling the business needing insurance a risky rating. it blows and thanks to the current meltdown will probably get worse as insurance companies try to cover their collective ringholes.
