Just because the PHP community doesn't hand out "PHP Certified" stickers to every developer who passes a very basic programming test.. doesn't mean they are "hacks in their basement".
I don't think PHP has to prove it's credibility as a programming platform. Most of the major blogging software (wordpress for example), and CMS systems (Joomla, Drupal) that are utilized today are made with PHP.
bringing up if developers on one platform or another are "real developers" is an argument of skill.. and granted.. a free platform that is widely available is going to have more novices. Because its availability increases interest.
PHP, MySQL is an extremely common development platform.. Not having used it once or twice would make me question your skill and experience as a developer.
