If you can't even boot off disc, or restore......it's definitely bad hardware. I would start with swapping out the Hardrive, then maybe the RAM and see if it behaves any differently. Also the power supply would be something to look at, though usually if that is bad...it would not power on at all. As far as the motherbaord goes.....sometimes when capacitors go bad they make a "hissing" noise...or you can see they appear swollen....take off the side of your case so you can hear/see if anything is wrong. - Also if it's a bad hard drive, often they make a loud grinding or clicking noise.designbot
