    I dont think theres an easy way to do this in flash if its got to be apdateable.

    "Someones" got to put the work in to create the thing.

    If they want a template thing then yeah Keynote / PDF Presentations? You could create templates for them to stuck to.

    Other than that - you could build templates IN flash in CS3 and they can create their OWN presentations in CS3 from these various templates.
