1) That depends on what you want them to do, question is too vague
2) yes, I'm not sure about how to transfer licenses, some apps have installers for both, mac and pc, but not all, so depends on the software maybe.3) if you want portability get a 15 laptop, if you are staying on a desk, then either a 17 laptop or a desktop.
4) if you need it now, get it now. When you are in the mac world, "they" are waiting on "you" to buy something before they release an update. You can never have the latest thing for more than a few weeks.
