The more frame rate you use the slower your site could get so don't go mad with the frame rate (I like 25 as a standard), I am not a flash wize but I remember I used to work with this chick who was good with Flash and she always told me to use 12fps but that was then and that was with Flash 5. If your site uses allot of images and effect the frame rate will make the animation run and look slow.
Again I am not a pro but that was my two cents.
