You should talk to your colleagues at work about this problem. If you acted coordinated in response to this, you could "force" him to fix the problems. Let's say you all stayed home, until you're payed - just as an example...
If it's a general problem, then you should try to solve it together rather than only having individual heart to heart talks with your boss.
