Actually 'Propagation' or 'Propagate' may happen at a different rate for different users depending on the area they are in.
It has more to do with the route your actual computer uses to seek out the site. You have just made it so that route is ineffective. People who have never visited your site will/may be able to see it without problem. Your compter is looking in the wrong place. I have experienced what you are talking about where it appears right away and then 10 hours later you can't see it.
Shut down your machine, http://network-tools.com/ run a trace route and then surf to the new locale.
good luck it will appear....the other thing to do is check with the people who execute your dns instructions.
