    Not to be a dick, but maybe you should treat your Powerbook a little nicer.

    I've seen tons, and tons of Ti's
    Some are a couple years old and they look fine. No paint chips or flaking.

    So there are three possible problems:

    #1 you're abusing your laptop - so you should expect it. Get a case.

    #2 You've got strange air or climate issues where you live

    #3 you got a bum paint job. Call Apple.

    Wait, why are you even posting here?

    4 months old?

    It's under full warranty by Apple and should be repaired at no cost to you.
