Jaywalking isn't a small offence, it leads to death and terrible injuries around the world daily, and it's not only the jaywalker who is being put in danger.
Having said that, I have to admit I had moved (for err.. lifestyle reasons) from a country where my brother had paid a ticket for jaywalking to one where a policeman is positioned in a common jaywalking spot in order for people to cross on the red light (cutting across far from the zebra) safely.
I would add, both countries are high in roadkill stats: Poland because of aggressive driving, Ireland because of careless driving imo.
