Authorities are never after "control", because control cannot exist for too long and is far too expensive to maintain. Rather, they go for the "illusion" of control, and succeed rather well, or well enough to maintain a steady paycheck on your tax dollar and cool, shiny new toys for maintining the illusional control. Or they subcontract out corporate entities to build hi-tech pokeys to stick people in.
How's that for some rapier like thinking...
